Obligations of the merchant

An electronic communications merchant is obliged to comply with both the general normative acts and those specific to the electronic communications sector.

According to the Law on Regulators of Public Utilities (Latvian: Likums "Par sabiedrisko pakalpojumu regulatoriem"), merchants registered as providers of electronic communications services are obliged to pay a state fee for the regulation of electronic communication services. The annual rate of the state fee is established at 0.2% of the net turnover from electronic communications services, but not less than EUR 200 per year.

In the first year of operation, the state fee must be paid within 30 days from the date of registration in the electronic communications merchant list. It shall be calculated based on the merchant’s planned net turnover, but the minimum payable fee amount is EUR 200.
In the second year, the fee shall be determined based on the actual net turnover of the previous calendar year; again, the state fee minimum is EUR 200.
From the third year onwards, the calculation is based on the net turnover from the calendar year before last, with the same minimum threshold of EUR 200.

Info_i_apli_icon.png The state fee shall be paid in four equal quarterly installments, falling due on 10 January, 10 April, 10 July, and 10 October of the relevant calendar year.

Electronic communications merchants are required to regularly provide the Regulator with information about their activities in the electronic communications sector. This information must be submitted within the specified deadlines and in line with the procedures established by the Regulator. The scope of the information to be submitted, as well as the applicable deadlines, is set out in the following regulations approved by the Regulator:
